Preparedness Scale Only at Plus 2 Says Expert  

INDIANAPOLIS -- "To say that the world changed on September 11th has become a cliche," says Craig O. Thompson, communications director, International Association for Counterterrorism & Security Professionals (www.IACSP.com). "But to perceive the need for better preparedness as a cliche would be very dangerous."

Thompson, award-winning author, speaker, terrorism and business continuity planning consultant is blunt. "Until citizens themselves become as angry about and committed to protecting our country, through better preparedness, to participate and sacrifice for the survival of our democracy, Americans will never match the level of commitment, vision and obligation terrorists bring to their cause."

In August, 2001, Thompson's keynote speech titled "The Terrorist Cell Game," delivered in Washington, DC, warned of Osama bin Laden, bio-terrorism, failed mock disasters, a poorly prepared public health system and infrastructure, and attacks on our homeland that could lead our "first responders" to become our "first martyrs."

Ironically his speech was broadcast on C-SPAN August 11th--exactly one month to the day prior to the Attack on America.

On Monday, September 10, 2001--while appearing on a three-hour, sixteen-state, late-night broadcast of the Lee Klein Show, KFI, Los Angeles--Thompson, spoke of extremely poor airport security, inadequate border patrol, the need for "better grass-roots intelligence," a Congress that was "living in an ether," bio-terrorism, an unprepared public health system, the Taliban, Afghanistan, and Osama bin Laden. Of attacks on our homeland, Thompson said, "...this is where it will come from..."

Thompson is also direct. "We've made strides," he says, "but we'll still get caught with our pants down in the next attack. On a scale of one to ten, since the Attack on America, we've risen from minus three to plus two in regard to preparedness."

According to Thompson, "Money for preparedness and security is just trickling out of Washington, compared to what should be in the hands of the end users." He sites public health as still unprepared. Most first-responders untrained. Borders as porous as ever. Black-market sales of arms rampant. Immigration control, nearly as weak as prior to September 11.

"Airport security is still a joke," says Thompson. "I've talked with security personnel who report that all hype about weapons collected is just a cover-up for other major weaknesses in the system."

Despite the September 11th tragedy, Craig O. Thompson believes we still lack a clear plan for informing, preparing, and coordinating our citizens for the possibility of additional terrorist attacks. "Citizens are the primary target for terrorists, and are the least prepared of all."

Thompson is a member of the Institute for Business & Home Safety, the Association of Contingency Planners International, and the IACSP. He holds a B.S. and M.A. in Education from Northern Arizona University, and has been writing and speaking for over 25 years.
